CIB label non-compliance is the number one reason pesticide manufacturers face show-cause notices in Maharashtra, UP, and Punjab. This guide covers every mandatory element for 2026 compliance.
What Changed in 2025-2026
The Central Insecticides Board updated label requirements under the Insecticides Act, 1968 with new circulars issued in late 2024 and early 2025. Key changes include:
- Mandatory QR code linking to digital product information
- Updated signal word hierarchy (DANGER/WARNING/CAUTION) now requires larger font sizes
- PHI (Pre-Harvest Interval) must appear in all three scheduled languages
- Batch number and manufacturing date in DD/MM/YYYY format only
The 12 Mandatory Label Elements
- Trade name and common name — in bold, with common name below trade name
- CIB registration number — "Registration No. _____ under The Insecticides Act, 1968"
- Active ingredient percentage — w/w for solids, w/v for liquids
- Formulation type — EC, WP, SC, SL, WG, SP etc.
- Net contents — in metric units with legal metrology compliance
- Signal word and skull/crossbones — size proportional to pack
- First aid instructions — trilingual (English, Hindi, regional language)
- PHI/Waiting period — per crop, per pest, per application method
- Directions for use — dosage, dilution, application method
- Manufacturer details — name, address, licence number
- Batch/lot number and date of manufacture
- Expiry date — "Best before" or "Use by" with month and year
The Trilingual Requirement
All safety information must appear in English, Hindi, and the regional language of the state where the product is registered for sale. For Maharashtra this means Marathi. For Punjab it means Punjabi.
Common violations:
- PHI stated only in English
- First aid instructions incomplete in regional language
- Signal word not translated (DANGER must appear as KHATRE KA SANKET in Hindi)
Inspection Readiness Checklist
Before your next CIB inspection, verify:
- All 12 elements present on label
- Font sizes meet minimum requirements (signal word: 14pt minimum)
- QR code scans to correct product page
- Batch records match label batch numbers
- All three language versions reviewed by a qualified translator
- Digital label templates version-controlled and dated
